STRATEGIC PLAN FOR THE DREIB UNIONS

Needs Assessment:
  • Evaluate training and organizational needs in strategic planning and decision-making among local government representatives and leaders in the Dreib area.
Alignment with Complementary Activities:
  • Coordinate with other experts (e.g., GIS, local economic development, road safety).
  • Review relevant studies and materials related to planning, public services, and local economic development in the area.
Capacity Building:
  • Conduct preparatory training (if required).
  • Moderate the strategic planning process itself.
  • Organize three types of workshops on:
    • Mapping resources, risks, and opportunities.
    • Urban scenario planning for long-term strategic vision.
    • Drafting strategies and action plans for implementation.
  • Provide additional resources for participants' further study.
Moderate the Strategic Planning Process:
  • Develop a participatory strategy for Dreib Unions integrating MASAR priorities.
  • Prepare a multi-stakeholder action plan and governance model.
  • Summarize and validate the process outcomes.
  • Establish monitoring and evaluation (M&E) modalities.
  • Recommend implementation-phase actions, including hiring capacity-building experts.
Reporting:
  • Deliver comprehensive reports per the consultancy requirements.
