STRATEGIC PLAN FOR THE DREIB UNIONS
Needs Assessment:
- Evaluate
training and organizational needs in strategic planning and
decision-making among local government representatives and leaders in the
Dreib area.
Alignment with Complementary Activities:
- Coordinate
with other experts (e.g., GIS, local economic development, road safety).
- Review
relevant studies and materials related to planning, public services, and
local economic development in the area.
Capacity Building:
- Conduct
preparatory training (if required).
- Moderate
the strategic planning process itself.
- Organize
three types of workshops on:
- Mapping
resources, risks, and opportunities.
- Urban
scenario planning for long-term strategic vision.
- Drafting
strategies and action plans for implementation.
- Provide
additional resources for participants' further study.
Moderate the Strategic Planning Process:
- Develop
a participatory strategy for Dreib Unions integrating MASAR priorities.
- Prepare
a multi-stakeholder action plan and governance model.
- Summarize
and validate the process outcomes.
- Establish
monitoring and evaluation (M&E) modalities.
- Recommend
implementation-phase actions, including hiring capacity-building experts.
Reporting:
- Deliver
comprehensive reports per the consultancy requirements.
